2023 ANNUAL WEATHER FORECAST

Main Points:

A) (1) WINTER 2022/23: Winter over the Southern Peninsula will be “Wet and Warmer”.
Negative Indian Ocean Di-Pole is forecast from the middle of January, 2023 till the end
of March 2023 Squally winds, Thunderstorms; Cyclonic Circulation and Convective
activity related abnormal rainfall is forecast at many places in the districts around &
below 14degree.N Latitude. Heavy to Very Heavy rainfall is forecast on the Eastern side
of Western Ghats and also at isolated places in the hilly regions. CLOUDBURST, KILLER
LIGHTNING, FLASH FLOODS and LANDSLIDES are warned during the above period.
SEVERE CYCLONE in the Bay of Bengal is warned during the second & third week of
March, 2023. During the period Southern & Central states will experience “Far above
Normal Temperatures”.
(2) WINTER 2022/23: Above the Vindhyas Winter will be Subdued. Sub-Himalayan region
will experience Strong Western Disturbances (Extra-Tropical Storms) causing Spate of
Blizzards with Heavy to Very Heavy Snowfall/Icy Rainfall upsetting normal life from the
beginning of January, 2023 till middle of March, 2023. CLOUDBURST, Hail storms,
Avalanches & Landslides are warned during the above period. Northwest states and
west of Northern states will be affected more. Plains of the above region will be
experiencing devastating Flash Floods due to heavy to very heavy rainfall.
AIR POLLUTION: In the plains of Northern States of India “Tropospheric level Fog, Smog
and Air Pollution” will be “More in 2023 than what was experienced during 2022”. While
ground conditions have avoidable factors; Meteorologists have been ignoring/ignorant
of the involvement of “Axis & the plane of active upper air circulations” in causing
“Abnormal Air Pollution” at habitable levels during certain years of every decade.
B) (1) From the third week of March’23 till the end of April’23 “Widespread rainfall with
occasional Heavy to very Heavy spells” is forecast. These conditions will be experienced
more in locations “Above and Around Lat. 15 deg. (N) with an axis tilted upwards
towards Northeast”. Below this region moderate & occasional heavy rainfall is forecast.
Conditions will remain “HOT with FAR ABOVE NORMAL TEMPERATURES” in the Central
and Northern States from the Last week of March till the end of October, 2023. Severe
Flooding in Northern states warned.
(2) From the last week of April’23 till the first week of June’23 “CHAOTIC WEATHER
CONDITIONS” will prevail. “A Severe Cyclone in the Bay of Bengal will cross
Bangladesh/Myanmar coast (OR) cross Andhra/Odisha coast and emerge as low
pressure trough in the Arabian Sea”. Dry Conditions & Squally winds, Thunderstorms,
Powerful Western Disturbances, Cyclonic Circulation, convective activity related
(unevenly spread) abnormal rainfall are forecast in cyclic pattern. West, Northwest and
Southern Peninsular States will experience the above conditions & are Warned of
DEVASTATING FLOODS, KILLER LIGHTNING and MASSIVE LANDSLIDES during the above
periods (1&2): Above Normal Pre-monsoon Rainfall is forecast.
C) (1) Feeble & Weak “Onset of 2023 SOUTHWEST MONSOON” is forecast between 27th
May and 6th June, 2023. “Indifferent Distribution of Rainfall” is forecast from 9th June, till
middle of July, 2023 “Dry conditions & Heavy spells”. First Best Rainfall Period is forecast
from the middle of July till end of August, 2023. Strong Western Disturbances & Cyclones
in the Arabian Sea are warned during the above period. West, Northwest states &
Central states above Lat. 14/15 deg. (N) will get maximum benefits, but North-eastern &
Southern peninsular states below Lat. 14/15 deg. (N) will suffer Deficit Rainfall.
CLOUDBURSTS, KILLER LIGHTNING, Localised Storms, Mine disasters, Landslides & Severe
floods due to Heavy to Very Heavy rainfall are warned during the above period.

(3) From the beginning of September till the third week of October, 2023 Southwest
monsoon will experience “Devastations due to Cyclones, Cloudbursts, Killer Lightning,
Flash Floods and Landslides due to heavy to very heavy rainfall. Central, Northwest,
Northern states will experience the above conditions. “Simultaneous Cyclones in the
Arabian Sea & Bay of Bengal” are forecast.
2023 SOUTHWEST MONSOON PERFORMANCE: Northeast & Southern peninsular states
around and below Lat. 18 Deg. (N) will get Deficit rainfall till end of September, 2023 and
in October, 2023 near normal rainfall with occasional heavy spells is forecast. Interior
districts of these states will get better rainfall. Overall 2023 Southwest Monsoon will yield
Excess Rainfall for areas above Lat. 14/15 deg. (N) and “Below Normal/Deficit Rainfall in
the remaining areas. SW Monsoon 2023 will withdraw by the 3rd week of October, 2023.
D) Northeast Monsoon will set during the last week (28th/29th) of October, 2023. Chain of
cyclonic circulations in the Arabian Sea would “Aggravate 2023 Northeast Monsoon.
From the last week of October, 2023 till the middle of January, 2024 there will be
Cyclones both in Bay of Bengal and Arabian Sea. These systems and depression related
Heavy to Very Heavy rainfall are forecast during the above period and “CLOUD BURSTS,
SEVERE FLOODS, LANDSLIDES and KILLER LIGHTNINGS” are warned.
SEVERE FLOOD WARNING: During the above period WIDESPREAD SEVERRE FLOODING will
“RECREATE 2015 LIKE FLOOD SITUATIONS” in Tamilnadu, Andhra Pradesh, Kerala and
Karnataka.
WINTER 2023: (A) Winter will begin from the last few days of October, 2023, but central
and the plains of northern states will register “Above Normal Temperatures” till the
second week of December, 2023. Above the Vindhyas Winter will be Subdued. Due to
Strong Western Disturbances (Extra-Tropical Storms) Sub-Himalayan region will
experience Spate of Blizzards with Heavy to very heavy snowfalls/Icy rainfalls from the
Second week of November, 2023 till the end of December, 2023. Winter will continue till
the end of February, 2024. Sub-Himalayan region will experience Blizzards with Heavy to
Very Heavy Snowfall/Icy Rainfall upsetting normal life. Avalanches, CLOUDBURST and
Devastating floods and Severe Landslides are warned during the above periods.
#AIR POLLUTION ALERT: Tropospheric level “Fog, Smog and Air Pollution” in the plains of
Northern States of India will be “More than what was experienced during 2023”. From
2024 these conditions will be reaching “Progressively Alarming Levels” peaking in 2026.
While ground conditions have avoidable factors; Meteorologists’ have been
ignoring/ignorant of the involvement of “Axis & the plane of active upper air
circulations” in causing “Abnormal Air Pollution” at habitable levels during certain years
of every decade.
(B) Winter over the Southern Peninsula will be “Wet and Warm. From the second week
of January, 2024 till the last week of February 2024 widespread abnormal rainfall at
many places in & around the districts below 16 degree Lat. (N) and also at isolated
places in “High Altitude Hilly Regions” are forecast. Flash floods are warned during the
above period. A “Severe Cyclone is forecast in the Bay of Bengal” between the last
week of February and the first week of March, 2024 and Spate of Cyclones in the Bay of
Bengal are warned till the middle of April, 2024. Emergence of Positive Indian Ocean Dipole is forecast between February and May, 2024.

Detailed Forecast:
A) (1) WINTER 2022/23: Winter over the Southern Peninsula will be “Wet and Warmer”. Negative

a) Look for a Cyclone in the Bay of Bengal between 2nd and 11th January, 2023. This
system will cross the coast @ 7th/8th January, 2023 between Pondicherry and Nellore.
Devastations due to storms & flooding due to heavy to very heavy rainfall are warned.
b) Moderate to heavy rainfall is forecast between 13th & 20th January, 2023, again
between 27th January and 6th February, 2023 & between 10th & 15th February, 2023.
c) Moderate to Heavy rainfall is forecast between 23rd February and 2nd March, 2023 &
6th and 9th March, 2023.
d) Severe Cyclone is forecast in the Bay of Bengal from 11th to 18th March, 2023.
Cyclone will cross the coast between Mahabalipuram & Bapatla (AP) (or) drift towards
Bangladesh-Myanmar coast. Devastations due to storm and flooding due to Heavy to
Very Heavy rainfall in North Tamilnadu, South & Central Andhra Pradesh is forecast.
(2) WINTER 2022/23: Above the Vindhyas Winter will be Subdued. Sub-Himalayan region will

b) Between 4th and 8th January, 2023 Very Powerful Blizzards with massive snowfall/Icy
rainfall and CLOUDBURST are warned. Devastating Floods, Landslides and Avalanches
are forecast during this period. Uttarakhand, Northeast Kashmir and Himachal Pradesh
need to be on highest alert.
c) Powerful Blizzards with Heavy to Very Heavy snowfall/Icy rainfall will cause
Avalanches & Flash floods & widespread Catastrophic devastations to life and property;
(i) 14th to 19th January, 2023; & 23rd -24th January, 2023 (catastrophic), (ii) 28th Jan to 7th
Feb, 2023, (iii) 11th to 17th February, 2023, (catastrophic) (iv) 25th Feb to 1st Mar, 2023, (v)
3rd to 7th March, 2023 and (vi) 11th to 16th March, 2023 (Very Severe, catastrophic).
Northwest Kashmir, Jammu, Ladakh, Punjab, Uttarakhand, and Himachal Pradesh will be
mainly affected.

a) From 19th to 23rd March 2023, again from 27th to 31st March, 2023; Northwest, West
states will be flooded. Southern peninsular states will get moderate to heavy rainfall.
Around 6th/7th April, 2023 there could be a Tropical Cyclone in the Arabian Sea crossing
gulf of Oman. (Too Early for this time of the year, It will be history if this happen)
b) On 8th/9th April, 2023 (at isolated places) and again between 13th & 16th April, 2023
damages due to localised storm with widespread heavy rainfall is forecast. Southern
peninsular states, West and Northwest states will experience these conditions. During
the above period there could be a Tropical Cyclone in the Arabian Sea crossing gulf of
Oman. (Too Early for this time of the year, It will be history if this happen).
c) Between 19th & 30th April, 2023 (peak 23rd to 29th April; Deep depression) Widespread
Heavy to Very Heavy rainfall. Severe flooding in northern states warned. Moderate to
Heavy rainfall is forecast for the southern peninsular states.
(2) From the last week of April’23 till the first week of June’23 “CHAOTIC WEATHER CONDITIONS”
will prevail. “A Severe Cyclone in the Bay of Bengal will cross Bangladesh/Myanmar coast (OR)

This Cyclone might drift towards Bangladesh (or) cross the coast between Nellore and
Paradeep around 3rd May, 2023. This system will continue to travel inland till 8th May, ‘23
and cause Catastrophic damages due to storm surge and Severe Flooding. During the
above period a Tropical Cyclone in the Arabian Sea will be crossing the coast of Oman.
b) Look for another Severe Cyclone in the Bay of Bengal between 10th & 18th May, 2023.
Cyclone will cross the coast around 17th May, 2023 between Pondicherry and Nellore
(or) drift towards Odisha. Heavy to very Heavy rainfall at isolated places is forecast from
12th to 14th May, 2023 and widespread rainfall; storm surge will cause devastations from
15th May onwards. Coastal districts of north Tamilnadu, Andhra Pradesh & Odisha will
experience these conditions. This system will travel inland causing Severe flooding till 22nd
May, 2023. Also West, Northwest states will experience heavy rainfall & flooding.
2) c) Between 24th and 31st May, 2023 Cyclone/Deep depression in the Bay of Bengal
will be dumping heavy to very heavy rainfall from 26th to 29th May,’23 and cross the
coast @ 30th May, 2023 between Ongole (AP) and Brahmapur (Odisha). This system will
enter Arabian Sea as a low pressure and cross the coast of Oman around 3rd June, 2023
as a depression (Cyclone?).

(i) Between 9th and 12th June, 2023 Heavy to very heavy rainfall at isolated place is
forecast. Interior districts of southern peninsular states will benefit more, Central, West
and Northwest states will experience flash flooding due to widespread heavy to very
heavy rainfall between 14th and 22nd June, 2023. Coastal Southern peninsular states will
experience moderate rainfall,
(ii) Deep depression/Cyclone is forecasted in the Bay of Bengal between 23rd June, and
28th June, 2023. During this period coastal regions of southern peninsular states above 15
deg. Lat.(N) will experience heavy to very heavy rainfall. This system will cross the coast
between Gopalpur & Paradeep @ 26th June, 2023 (or) drift towards Bangladesh causing
“Catastrophic Devastations” till 3rd July, 2023.
(iii) A depression in the Bay of Bengal and Cyclone Arabian Sea is forecast between
5th and 17thJuly, 2023. The depression in the Bay of Bengal will breach the coasts of
Andhra Pradesh-Odisha @ 8th July, 2023 and cause catastrophic damages; Floods due
to heavy to Very Heavy Rainfall will continue till 21st July, 2023. Northern regions of
southern peninsular states, eastern part of Central & Northern states will experience
these conditions. The Cyclone in the Arabian Sea will cross the coast @ 16th/17th July,
2023 between Karachi and Gwadar.
iv) From the middle of July till the third week of October, 2023 Vigorous SW Monsoon
rainfalls will cause Severe floods in “Rivers Ganga, Yamuna, Narmada, Tapi and all their
Tributaries”. Rivers Godavari, Mahanadi and Krishna will be reaching Brim level from the
third week of August and floods are warned till year end. Peak Activity dates:
v) Between 22nd and 31st July, 2023 a “Low pressure in the Bay of Bengal will become a
Deep depression/Cyclone”. This system will cross the coast around 25/26th July, 2023
between Kakinada and Puri. Severe Devastations due to Storm Surge, Cloudburst and
Killer Lightning are warned during the above period till 2nd August, 2023,
vi) Between 6th and 17th August, 2023 a Super Cyclone in the Arabian Sea is forecast.
This Cyclonic system will dump heavy to Very Heavy Rainfall along the western coastline
& cross the coast @ 13th/14th August, 2023 between Alibag (Maharashtra) & Karachi
(Pakistan). During the above period west, northwest states & interiors of southern states
will experience widespread Moderate to Heavy rainfall (Cloudburst). Killer Lightning,
severe Floods, Landslides are warned.
vii) Moderate to Heavy Rainfall at isolated places with Killer Lightning and Cloudburst
are warned from 18th to 20th August, 2023. Powerful Extra Tropical Depression /Depression
in the Bay of Bengal will dump Heavy to Very Heavy Rainfall with Killer Lightning at fairly
widespread places and cause Flash floods, Landslides from 24th to 30th August, 2023.
West, Northwest, Northern and Central states will experience these conditions.

(3) From the beginning of September till the third week of October, 2023 Southwest monsoon will
experience “Devastations due to Cyclones, Cloudbursts, Killer Lightning, Flash Floods and
Landslides due to heavy to very heavy rainfall. Central, Northwest, Northern states will experience

ii) A Severe Cyclone in the Arabian Sea is forecast between 5th & 17th September, 2023.
This Cyclone will cross the coast @ 15th September, 2023 between Alibag (Maharashtra)
& Diu (Gujarat). Catastrophic damages to life & property due to storm surge & heavy to
very heavy rainfall are warned. During the above period Interiors of West, Northwest and
Central states will experience fairly widespread heavy to heavy rainfall; but isolated
places in east coastal districts lower Assam & neighbouring states will experience
moderate to occasional heavy rainfall. Flash floods & Landslides are warned. Between
16th & 24th September, 2023 (22nd to 24th) fairly widespread rainfall is forecast for the
Interior districts of southern peninsular states.
iii) Between 28th Sep & 3nd Oct, 2023 there will be a depression in the Arabian Sea and
a low pressure system in the Bay of Bengal. Moderate to heavy rainfall is forecast at
isolated places in the west, central and northern states. Low pressure in the Bay of
Bengal will become a Depression (Cyclone?) @30th September, 2023; isolated rainfall in
the coastal regions of Andhra Pradesh & Odisha is forecast. This system will cross the
coast @ 1st/2nd October, 2023 between Srikakulam and Balasore with Heavy to Very
Heavy rainfall (Cloudbursts). The depression in the Arabian Sea will drift away & weaken.
iv) Flash floods due to Heavy, Very Heavy rainfall is forecast from 6th to 8th October, 2023
at isolated places in the central, north and lower northeast states.
v) Look for a Severe Cyclone in the Bay of Bengal between 10th & 21st October, 2023.
Fairly widespread Moderate to Heavy rainfall is forecast from 13th to 15th October, 2023.
This Severe Cyclone will cross around 18th /20th October, 2023 between Chennai and
Ongole. Catastrophic Devastations due to Storm surge, Heavy to Very Heavy rainfall
(CLOUDBURST), Killer Lightning and Landslides are warned during the above period and
till 28th October, 2023. Between 9th & 18th October, 2023 there is a possibility of Cyclone in
the Arabian Sea & will cross the coast of Oman @ 17th October, 2023. Withdrawal of
2023 SW Monsoon will be complete by 25th October, 2023.
D) Northeast Monsoon will set during the last week (28th/29th) of October, 2023. Chain of
Cyclonic circulations in the Arabian Sea would “Aggravate 2023 Northeast Monsoon. From the
last week of October, 2023 till the middle of January, 2024 there will be Cyclones both in the Bay
of Bengal and Arabian Sea. These systems and Depressions related Heavy to Very Heavy rainfalls
are forecast during the above period and “CLOUD BURSTS, SEVERE FLOODS, LANDSLIDES and
KILLER LIGHTNINGS” are warned.
SEVERE FLOOD WARNING: During the above period WIDESPREAD SEVERRE FLOODING will
“RECREATE 2015 LIKE FLOOD SITUATIONS” in Tamilnadu, Andhra Pradesh, Kerala and Karnataka.

Important dates for Preventive measures:
i) Between 30th October and 8th November, 2023 a Cyclone is forecast in the Arabian
Sea. Around 7th November, 2023 this system as a Cyclone (or) Depression will cross the
coast between Goa and Alibag. Devastations due to storm and Severe Flooding due to
heavy to very heavy rainfall, Killer lightning and Landslides are warned.
ii) From 5th to 7th November, 2023 a well-marked low pressure in the Bay of Bengal will
yield moderate to heavy rainfall. Between 10th and 17th November this low pressure
system will become a Cyclone/Depression and likely to cross the coast between
Marakkanam and Ongole around 13th/14th November, 2023. During the above period
“Catastrophic damages, Severe floods are warned due to Heavy to Very Heavy rainfall,
Cloudbursts (13th/14th & 17th), Killer lightning and Landslides.
iii) Coastal regions of Tamilnadu and south Andhra Pradesh will experience low pressure
trough related moderate to heavy rainfall between 19th and 22nd November, 2023.
Interior Tamilnadu, Kerala and southwest Karnataka will experience moderate to heavy
rainfall between 24th and 30th November, 2023 due to low pressure system becoming a
Depression and breaching the coast between Mangalore and Goa..
iv) Look for a low pressure system becoming a depression in the Bay of Bengal between
5th and 17th December, 2023. This system will dump widespread heavy to very heavy
rainfall from 5th to 7th December, 2023; again from 9th to 17th December, 2023. Severe
floods and Landslides are warned during the above periods. Interior districts; Central,
north Tamilnadu coastal district & Kerala are need to be on Extreme alert.
v) Between 19th and 28th December, 2023 look for a Depression/ Cyclone in the Bay of
Bengal. Widespread heavy rainfall is forecast from 19th to 23rd December, 2023. The
depression/Cyclone will cross the coast around 27th/28th December, 2023 between
Nagapattinam and Nellore “Massive Cloudburst, Killer Lightning and Catastrophic flash
floods are warned.
vi) Another Depression/Cyclone is forecast between 1st and 8th January, 2024. Fairly
widespread moderate/heavy rainfall is forecast from 3rd to 5th January, 2024.
Depression/Cyclone will cross the coast around 7th/8th January, 2024 causing Severe
Cloudburst, Killer lightning and Flash floods. Location is same as above.
WINTER 2023: Winter will begin from the last few days of October, 2023, but central and the plains
of northern states will register “Above Normal Temperatures” till the second week of December,
2023. Above the Vindhyas Winter will be Subdued. Due to Strong Western Disturbances (ExtraTropical Storms) Sub-Himalayan region will experience Spate of Blizzards with Heavy to very
heavy snowfalls/Icy rainfalls from the Second week of November, 2023 till the end of December,
2023. Winter will continue till the end of February, 2024. Sub-Himalayan region will experience
Blizzards with Heavy to Very Heavy Snowfall/Icy Rainfall upsetting normal life. Avalanches,
CLOUDBURST and Devastating floods and Severe Landslides are warned during the above
periods. #AIR POLLUTION ALERT: Tropospheric level “Fog, Smog and Air Pollution” in the plains of
Northern States of India will be “More than what was experienced during 2023”. From 2024 these
conditions will be reaching “Progressively Alarming Levels” peaking in 2026. While ground
conditions have avoidable factors; Meteorologists’ have been ignoring/ignorant of the
involvement of “Axis & the plane of active upper air circulations” in causing “Abnormal Air
Pollution” at habitable levels during certain years of every decade.
Important dates for Preventive measures:
i) Thunder snow flurry storm/Icy rainfall is forecast between 5th and 7th November, 2023.
Fog/Smog air pollution disturbances,
(ii) Heavy snowfall/ Icy rainfall is forecast between 12th and 14th November, 2023,

warned between 14th and 16th December, 2023,
vi) Massive snowfall/avalanche is forecast between 19th and 23rd December, 2023,
v) Severe Blizzards with heavy to very heavy snowfall (Thunder Snow)/icy
rainfall/avalanches are warned between 25th December and 2nd January, 2024,
vi) Between 4th &13th January, 2024 (Peak activity 8th to 11th January) look for Severe
Blizzards with heavy to very heavy snowfall/Icy rainfall (Thunder Snow/Cloudburst)
/Avalanches are warned,
vii) After dry winter conditions from 14th to 17th January, 2024; look for Severe Blizzards
with heavy to very heavy snowfall/Icy rainfall (Thunder snow) between18th & 25th
January, 2024,
viii) Between 2nd and 11th February, 2024 look for Severe Blizzards with heavy to very
heavy snowfall/Icy rainfall (Thunder snow)causing widespread devastations & flooding,
ix) Heavy snow fall/Icy rainfall is warned between 16th & 19th February, 2024. Look for a
Severe extra-tropical storm between 24th February and 3rd March, 2024 dumping heavy
snowfall/Icy rainfall causing widespread flooding and devastations.
(B) Winter over the Southern Peninsula will be “Wet and Warm. From the second week of
January, 2024 till the last week of February 2024 widespread abnormal rainfall at many places in
& around the districts below 16 degree Lat. (N) and also at isolated places in “High Altitude Hilly
Regions” are forecast. Flash floods are warned during the above period. A “Severe Cyclone is
forecast in the Bay of Bengal” between the last week of February and the first week of March,
2024 and Spate of Cyclones in the Bay of Bengal are warned till the middle of April, 2024.
Emergence of Positive Indian Ocean Di-pole is forecast between February and May, 2024.
i) Southern Peninsular states will register below normal temperatures during third and the
last week of November, 2023. Winter night Temperatures will be normal during
December, 2023 and January, 2024, but daytime temperatures will be “Hot” and
progressively above normal.
ii) Widespread moderate to heavy rainfall due to convective activity is forecast from the
third week of January, 2024 till the last week of February, 2004. Killer lightning warned
during the above period.
iii) Very Hot and summer like conditions will emerge from the last week of February, 2024.
Depression and Cyclonic circulation related conditions and rainfall are forecast during
the above period.
